PlatMan failed to queue CEMON pkg for download

Hello,

PB 5.00 images produce a "Platform Manager failed to queue CEMON pkg
for download" when attempting to "go" in eVC++. Basically, cemon.exe
is never downloaded to the system.

The identical eVC++ app and environment works just fine with CE 4.20
images.

CE 5.00 image is ARMV4I and has Standard SDK and Platform Manager
components added to the image. ActiveSync and KITL transports act the
same.

eVC++ has SP4 and is built with an ARMV4 SDK (due to bug referenced
here: http://groups.google.com/groups?selm=d5260ba3.0410172303.3144acfb%40posting.google.com&output=gplain).

Have tried uninstalling/reinstalling common components - in fact, have
tried pretty much every combination of service packs, PB versions and
installation orders.

This seems like a bug. Any takers?
