Sounds like a hardware standby mode. Either that or a fault in a regulator.
If you look where the power reaches the board, search for chunkier parts with
few pins (likely three) and with solid soldering to the board to get rid of
heat. If you don't see burnt stuff, Google for numbers to confirm, and scope
for expected voltages like 3.3V, 5V, etc.
Also, check the case edges and any projections that are close to case
surfaces. When opening up, you might have opened an interlock switch that can
prevent full power-up if the case is open.
