Default Group Policy Object cant be created ???

My event log shows:

"Default group policy object cannot be created. Error 1355 to open and bind
to DS" with event ID 1002

This is right after a fresh install of AD and also none of the AD services
work (error is "server is not operational"). Any thoughts?

Your DNS is NOT setup properly.
Type net helpmsg 1355.

I suspect that, but I have no idea where to go from here. I've checked
everything (allow dynamic updates, etc.) that I know about from various
microsoft articles. I've set up the DNS and also I've tried letting the
Active Directory wizard set up DNS for me. DNS is on the local machine (AD
server, 2 net cards, with DNS locally). And I've checked that DNS works with
a self test (it passes) and by opening a browser and checking that I can
access web sites (works). What could be wrong with DNS?

Yes - both manually before doing the AD upgrade and also I let the AD wizard
set up DNS for me. Both ways I get this same result.
