WSS v3 Install Fails with "Failed to register DLL with PerfMon"

Attemting to do a side-by-side install of WSS v3.0 on SBS 2003 R2 yields the
following error very early on in the process.

"Product: Microsoft Windows SharePoint Services 3.0 1033 Lang Pack -- Error
26251. Failed to register DLL with PerfMon. (-2147023886 C:\Program
Files\Common Files\Microsoft Shared\Web Server Extensions\12\BIN\arpictr.ini)"

The event log contains the following entries...

Installing the performance counter strings for service WSSArpi (WSSArpi)
failed. The Error code is the first DWORD in Data section. 000003f2 000011b3

The performance strings in the Performance registry value is corrupted when
process WSSArpi extension counter provider. BaseIndex value from Performance
registry is the first DWORD in Data section, LastCounter value is the second
DWORD in Data section, and LastHelp value is the third DWORD in Data section.

Anyone have any idea how to workaround this problem.

As you write this is an SBS 2003 installation and you are following a
Microsoft article (side by side installation for SBS 2003) that is
specifically for SBS 2003 only.

Please post questions on it to the SBS newsgroup ...

This is a striaght execution of the sharepoint.exe downloaded from the
Microsoft Sharepoint website. As I stated it is a sid-by-side installation
but there is nothing else unique to the installation on SBS 2003.

There is a special paper on side-by-side installation for SBS 2003
(*only*) precisely because it is a different process in order to ensure
that things that are only in SBS 2003 like companyweb and Fax support
still work in the semi-upgraded site.

I really don't understand why there is this reluctance on the part of
people running SBS 2003 to post their questions in the SBS newsgroup.
What else is it there for ?

No reluctance, I have posted the question in the SBS newsgroup per your
suggestion. I fail to see why you seem to have such an issue with the
posting of a Sharepoint installation issue in the Sharepoint Setup and
Administration newsgroup. This problem should have nothing to do with SBS
since it is an error being reported straight out of the Sharepoint.exe setup
program.

In case anyone else encounters this issue the fix is to run
lodctr /r
to repair the perfmon registry entries.

Worked with Microsoft support to get the answer and it turns out that it is
a known SharePoint setup problem that has nothing to do with SBS.

Thank you, I have installing SharePoint on a development server for about the last two weeks. I hit this road block and just had time to begin researching it today. Your description and resolution match what I am experiencing exactly.
