1. delete temporary internetfiles
2. delete cookies
3. In Internet Explorer Go to Tools>> Internet options>> Security>>
Internet>> Custom level>> (scroll all the way down) mark "Prompt for user
name and password>> click ok, and then ok one more time
4. Do number 3 one more time, but this time instead of Internet, do it for
trusted sites.

I would take the additional step that is not mentioned here that when you
configure your Personal Firewall in NIS 2005 to select the Program tab and
then select Permit All for MS Outlook instead of the default tab Automatic.

If you're not using Norton, if your antivirus is configured to scan your
incoming and outgoing email disable that feature. It may be that you need to
uninstall it, reboot, and then reinstall and then don't configure the
integration with Outlook. It won't compromise your security since your real
time scanner will catch anything it's updated for.
Also ensure that your firewall allows Outlook, if using Norton Internet
Security instead of choosing the default for Outlook choose permit all.
