I was trying to upgrade my MS Office 2003 and MS One Note 2003 to SP3 and changing my permissions to "everyone" was the solution.
I also received a 1402 error as you described.
Once I changed the permissions to "everyone" I was able to proceed with my upgrade to SP3 immediately.
Unfortunately none of the solutions posted by MS worked (are we surprised though? :-)
