Event ID 14090

I’m trying to set up a publishing rule to allow customers to use POP3 when
they are not at the main office. The Exchange Server is NOT on the ISA
Server. Exchange works fine. IIS service is NOT running on ISA Server. When
setting up POP3 and SMTP ISA rules there is an event ID 14090 in Event
Viewer. All Microsoft gives me is this:

Event Message
Server publishing rule [%1] that maps %2 %3 to %4 for protocol [%5] failed
to bind to external interface. The server publishing rule cannot be applied.
The Firewall service failed to bind a socket for the server. The error code
in the Data area of the event properties indicates the cause of the failure.

Error code in Data area in my case is: 0000: 34 00 07 80

What does this error code mean?????
Please provide me info on this problem.
