When trying to login to the FTP site from an external
source, I get the Error:
"An Error Occurred opening that folder on the FTP server.
Make Sure you have permission to access that folder.
Details: The Connection with the server was reset."
But I am still able to Login internally, as well as login
to the Server itself Remotely...I have checked the
Permissions on all the folders & they are fine.

From remote machine, try ftp to the server via the command line utility:
ftp.exe, any problem ? if not, most likely it's related to passive port
issue, do another test. configure

I am having the same problem. I have an FTP site set up on our Windows
2003 Web Server. I can access the FTP site through the Internet
Explorer with any Windows 2000 machine, but none of our Windows XP
machines can get access to the site. I know the account name and
password are correct, because it works under Windows 2000. Whats is up
with XP? We have already migrated most of our XP machines back to
Windows 2000 due to other problems with XP, but we cannot control our
clients choice of machines. So our custoimers that have xp are not
able to get access to our FTP site. Any help would be appreciated.

what ftp software the Windows XP is using ?
IE ? have you check the settings between w2k and XP ?
Your issues belong to client end, not IIS FTP server.

Sounds like the problem is related to passive vs active ftp. Try using
ftp.exe from the command line, this is an active ftp client. If it works and
you still can't connect via IE, then you have two options. 1. Setup port
forwarding for ftp on your NAT router. OR 2. Uncheck the passive ftp option
in IE, but make sure "Enable ftp folder view" is checked.

once "Enable ftp folder view" is checked, IE behave as active mode,
regardless of whether passive ftp option is on or off.
