Default IMAP4 Virtual Server fails to start on reboot (IMAP4SVC 1036 error)

I am running Exchange 2003 on a Windows 2003 SBS. When I reboot it my
server frequently fails to successfully start the Default IMAP4 Virtual
Server. The Microsoft Exchange IMAP4 service starts but you cannot
connect with an IMAP client. If I check ESM I find a red x on the
Default IMAP4 Virtual Server. If I then manually start it usually it
comes up without further trouble.

Does anyone have any idea why this might be happening and more
importantly how to fix it? I have to assume that it probably is due to
a dependency that hasn't completed starting when the Default IMAP4
Virtual Server tries to start; however, I don't know what and even if I
did I don't know how to delay the startup of the virtual server. It is
annoying because I don't always remember to check after a reboot and of
course I am reminded when someone tries to access it and is unable to.

I have all the latest updates via Microsoft Update and that hasn't fixed
it as of yet. This is what shows up in the Application Log:

Thank you for the information. I checked and yes I do have the
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\ASP.NET key; however, it already
has the value (1.1.4322.0) specified in the KB article. I also notice
that the article indicates it applies to Microsoft Exchange Server 2003
Enterprise Edition but I only have Small Business Server which is
definitely not the Enterprise Edition ;)

If anyone else has any additional thoughts or theories I'd be grateful.
