You need at least "Exchange Administrator" perms at the admin group level or
organization level. Since you're using Exchange 2003, use the ExMerge 2003
and you won't have any problem with SendAs or ReceiveAs permissions.

First of all, thanks for your replay.

I am using Exmerge 2003. I checked all the Exchange Administrators and
all of them has Send As and Receive As denied and i cannot change
them. Here is my log file with the errors. Maybe this can help.

You need to give the account/group write permissions to the mapisvc.inf
file shown in the log file. This file is used to create the temporary
MAPI profile used by Exmerge. By default Authenticated Users are given
Read permission.
