How to convert a start and stop chr position from fimo output to bed file?
Eg chr10:23508077-23508568 (start) 208 (stop) 227
Will it be 23508077+208 = 23508285 and 23508077 + 227 = 23508304

That is correct, but if you are using the command line version of FIMO, and your sequences are labeled using the UCSC protocol (chr10:23508077-23508568 for example) you can save yourself some work by using the the --parse-genomic-coord option for FIMO. See the documentation for command line version of FIMO.
