Surf Scoter - DC waters (Tide Lock Park, Alexandria, VA)

This morning I found a Surf Scoter loafing with a large raft of Coots, Lesser Scaup, Ruddy Ducks and a few others in DC waters off of Tide Lock Park in Alexandria, VA. The bird is still being seen very close to shore from the wooden footbridge up the path from the park near the power plant. According to Hugh McGuinness it is the first Jan. record in eBird for SUSC.
