If you are using E6013 electrode, Backing is
not required. Backing is only for Low Hydrogen Electrodes.

Does it require any holding temperature? I ever read in one std/code but not sure.

Rutile does not require any holding temperature
It is not a Low Hydrogen type electrode
If you do require a low hydrogen deposit then you should change your consumable to a basic type electrode
