Scope of UseInMemoryOutbox()

The in-memory outbox is only mentioned in the saga persistence article.

Does it only apply to sagas or to the message consumers in MassTransit in general?

When are the messages dispatched: At the end of a single handler, after all handlers completed, after the CommittableTransaction was committed, ...?

It works with anything, and depending upon where it is added to the pipeline, will send/publish all pending items once every after the outbox completes.
