Quick question about the MassTransit's State Machine document

As I am reading through the document from this url, http://docs.masstransit-project.com/en/latest/sagas/samplestatemachine.html, there's a code block showing as 'Publish(context => new CartRemovedEvent(context.Instance))'. What does exactly that line do? Is it publishing an event through the message broker? I am just curious
