Modelling of Municipalities and related UI Fix

Hi All,

We have received concerns from the users of Macedonia on the current modelling for admin features in the past.
Hence, we have tried to address this issue to a large extent, by doing a small change in the UI especially for Macedonia admin features.

As we all know, Macedonia is divided into 84 Municipalities and under these municipalities are Villages.
This basically means ideal modelling for this region should be Municipalities as Division 1 followed by Villages as Division 2.

In the current MapMaker UI, State/ province stands for Division 1 and City/ Town/ Village as Division 2.
However, these Municipalities were marked as Type 'Minor Civil Divisions' and villages as again 'City/ Town/ Village'.
We did not have a 'State/ Province' modelled. This was leading to addressing issues in Macedonia.

To take care of this, we have marked all Municipalities as Division 1. The name of this type has now been changed from 'State/ Province' to 'Municipality'.
You can see this here. You will now be able to see the municipality as part of the address.

With regard to the City of Skopje, which spans across 10 municipalities, we will continue to model this as 'City/ Town/ Village'.
Addressing for the city should still work fine, you can see both City name and municipality in the address field.

Thank you for bringing up the Modelling of Municipalities issue and the UI Fix to it's closure.

There's only one thing that needs to be re-defined.

City of Skopje represents administrative entity just like the rest of the municipalities and because of that reason it can't remain on the map only as "City/Town/Village".

So the modelling scheme I posted on Map MakerPedia has legally justified information as followed the Articles of the Law of Skopje and that's why the Google Team should accept it.

The Articles from the Law on Skopje that support the scheme on Map MakerPedia:


Article 2 
The territory of the City of Skopje, as a particular unit of local self-government
and the capital of the Republic of Macedonia, as stipulated by law, represents a
unique spatial, urban, transport, socio-economic, ecological and administrative
entity
. (the Law clearly says that City of Skopje is administrative entity)
For ensuring more efficient exercise of the right to local self-governance on the
territory of the City of Skopje, certain works within its competence determined in
the Constitution and in this law are performed by the city municipalities
(hereinafter: municipalities in the City of Skopje) being its organisational parts.
The municipalities in the City of Skopje are parts of the City of Skopje, with
boundaries clearly defined in this law, in which the citizens are guaranteed to
have democratic participation and responsibility for the performance of certain
local activities within the competences of the City of Skopje that are determined
with the Constitution and the Law on Local Self-Government, and which are
determined in this law as activities within the competence of the municipalities in
the City of Skopje.

Article 3
The provisions of the Law on Local Self-Government refer also to the
municipalities in the City of Skopje unless otherwise stipulated by this law.
The municipalities in the City of Skopje determined with this law do not have the
same status as the municipalities determined with the Law on Territorial
Organisation of the Local Self-Government of the Republic of Macedonia. 
(this part implies that they are on a lower level than the rest of the municipalities and the City of Skopje has the role of a municipality).

Article 6
The City of Skopje is a legal entity. (ordinary city doesn't represent a legal entity unless it's part of an administrative organization)

Article 7
The City of Skopje has a coat of arms and a flag, which are used throughout its
territory.
The municipalities in the City of Skopje may have their coat of arms and a flag,
which they shall use together with the coat of arms and the flag of the City of
Skopje
.

Article 8
The City of Skopje has a statute.
The statute of the City of Skopje, in compliance with the law, regulates the
organisation, scope of works and manner of operation of its organs, relations with
the municipalities and other issues of importance for the City of Skopje as a
particular unit of local self-government.

So according to the Law, the importance of the City of Skopje is pretty much explained, now only the Google Team needs to review the agreement and to consider the City of Skopje as a State/Province and it's municipalities as District/County.
