You select a frame with a map, right click and pick Add Legends.
Note that working with legends in the layout designer window is a bit different from working with legends in the classic layout window. You actually don’t need to create a Legend Designer widnow first, you basically design your entire layout including legend frames directly in the Layout Designer window

Currently, the easiest way to get the content from an existing Legend Designer window into a Layout, is to add the map that the Legend Designer refers to to the
Layout. This will also insert the content from the Legend Designer window next to the inserted map.
