While something is compressed, something else expands.

How can we describe this type of English statement?
Does it have a name?
Is the following translation proper?

cagi ko'a tolba'o gi ko'e banro

I suggest "contracts" rather than "is compressed" for "tolba'o", because "is compressed" suggests an agent.

The Lojban doesn't strictly require that ko'a na du ko'e, although it can be expected. You could instead say "ca gi ko'a tolba'o gi na'e bo ko'a banro".

There are lots of options. Expressing the relationship as merely being simultaneity isn't really enough, and using definite (if unspecified) sumti is somewhat off, in my opinion. One option is:

ro nu da banro cu rinka de poi nu di tolba'o

If you don't know how to write the prenex expansion for this, ask.

mi'e la latro'a mu'o

That's true; but I was thinking of something more specific, such as:
"simultaneous event clause".

I also notice now that "While something is compressed" could be referring to an object that is already compressed and is not changing. >_<
