Bug#516562: Cannot find a question for phpmyadmin/dbconfig-install

It is impossible to use preseed file to skip dbconfig-install in debconf.
Install phpmyadmin :
# export DEBCONF_DEBUG="developer"
# apt-get install phpmyadmin
There is just 2 questions when dbconfig is skiped :
debconf (developer): <-- INPUT high phpmyadmin/dbconfig-install
debconf (developer): --> 0 question will be asked
debconf (developer): <-- INPUT high phpmyadmin/reconfigure-webserver
debconf (developer): --> 0 question will be asked
I use this preseed file for installation :
phpmyadmin phpmyadmin/dbconfig-install boolean false
phpmyadmin phpmyadmin/reconfigure-webserver multiselect apache2
I get this error :
# debconf-set-selections < p
error: Cannot find a question for phpmyadmin/dbconfig-install

This sounds like a generic dbconfig-common issue, which is already
reported there as #476946.
Blocking this bug by #476946.
