Are workspace behaviors working?

hi, 

I've been trying to figure out the best way to specify my Python executable. I can set the behavior in user.behaviors like

 [:app :lt.plugins.python/python-exe "/path/to/Python" ]

and this works.

What I'd really like to do is specify this per workspace, but adding the behavior to workspace.behaviors doesn't have any effect.

I can verify this by using Aleph; adding and removing the behavior from user.behaviors also adds and removes it in Aleph, but doing the same with workspace.behaviors doesn't show anything in Aleph. 

Are workspace.behaviors working? Is there something I could be missing here?
