Dropping old Scala/Lift version support from lift-ng

Currently lift-ng still supports Lift/Scala all the way back to 2.5.x/2.10.x. I plan to drop both Lift 2.5.x and Scala 2.10.x. Hence lift-ng 0.11.0 and up will be built for Lift 2.6.x, 3.0.x, and 3.1.x all with Scala 2.11. Dropping support for this old stuff will also help me pave the way for Scala 2.12 support.

Let me know if this is a problem for anyone.
