libpsl 0.7.0 released

Hi libpsl folks,

this release fixes several issues that came up on Solaris 10.

Thanks to Dagobert Michelsen who reported most of these issues and gave me
access to the OpenCSW Solaris Build Farm (see www.opencsw.org).

* include effective_tld_names.dat of date 29.12.2014
* do not install docs when gtk-doc is not installed
* fix several compatibility issues with Solaris
* fix 'make distcheck' after 'make clean'
* mark API as stable
* use pkg-config to detect libicu
