libpsl 0.5.1 released

Hi libpsl folks,

this is a bugfix release.

The Fedora build process revealed a problem in the libpsl 'ASCII' check on
architectures where the 'char' type is implicetely unsigned (S390/ARM/PPC64).

I didn't even know that the C specs leave the default signedness of 'char'
open (same with bitfields, but all other types have a defined default signedness
:-).

@dkg: The debian branch has been updated to 0.5.1-1, please consider uploading
to the new queue.

done. 0.5.1-1 should be in the NEW queue shortly.

(i'm not sure why the NEW queue has such a long processing time right
now, normally i'd expect it to be cleared more rapidly)
