libpsl v0.14.0 released

Hi libpsl folks,

Daniel (dkg) put some work into creating man pages for the psl and the psl-
make-dafsa tool.
psl-make-dafsa (formerly named make_dafsa) now creates DAFSA binaries with
header magic. The latest version of libmagic allows these files to be
recognized by the 'file' utility. Thanks again go to Daniel.

With these changes, distributions are able to build and package DAFSA binaries
(architecture independent) regularly without rebuilding libpsl.

The git 'master' branch will reflect the latest release.
