A menu select of Plugins displays all the active plugins except for
free_layout. So there is no information about this default plugin and
it's associated commands. Plugins > print-plugins-info doesn't report
free_layout either.
They only appear when right-clicking over the pane splitters > Help for this menu.
Should the free_layout plugin behave like all the others or have it's commands been deliberately absorbed into the splitter menu?

Yes, of course it should. More importantly, however, there should be published API's for
icons, attributes & windows
(splitters). It's on the list for 5.4.
