Split or divide GeoJSON polygon layer into multiple polygons

Is it possible to split or divide a GeoJSON polygon layer and save it back to DB as multiple GeoJSON layers data. For example if I have a map of the country (as GeoJSON data), the user can divide it into a number of states (and I can save them in GeoJSON format) and later I can load this user defined layers (map of individual states defined by user) individually.
