ImageLayer and PhantomJS

All,

 PhantomJS is failing (without any errors thrown) to load and display an image layer I'm working with. I'm loading an image from a local server and, for unknown reasons, this never gets displayed. 

Before I go through the process of creating a minimal reproduction I wanted to see if this is a common / known problem.
