Tool to ensure template-project compliance

Hello Everyone-

Some CNCF members have requested a more consistent contributing guidelines. Which has been raised on a steering committee issue.

I think the best way to initially tackle this is by taking a few steps:

1. Ensuring the kubernetes-template-project has a good default CONTRIBUTING.md

2. Build a tool to ensure that all of our repos across all of our orgs at a minimum have the template-project files

So, two questions to this SIG. Can someone take ownership of a default CONTRIBUTING.md? And have any tools been built to ensure consistent content across lots of repos, ideally something that can file issues on the repos to get things fixed?

Could the default / template be something like a redirect to the main CONTRIBUTING.md which is our primary source of truth with some friendly copy/content?

Jorge, Guin, and others are OWNERs of the contributing content may want to take ownership of this, too (I'll let them weigh in). The answer to the last question about consistent content tools is no but cc'ing Christoph and Garrett.

I'd be happy to work on the content piece. I'll PR some new content to the kubernetes-template-project's CONTRIBUTING.md so it matches what we have in k/community.
