Enabling needs-rebase plugin across all active Kubernetes GitHub orgs

Hi all,

We intend to enable the "needs-rebase" prow plugin across all active Kubernetes GitHub orgs in this PR: https://github.com/kubernetes/test-infra/pull/12321.

This plugin is responsible for adding the "needs-rebase" label along with a comment whenever a PR requires a rebase.

Lazy consensus timeboxed to Friday, April 26, 5pm PT. Please voice any objections before then.

PS: In case you missed it, the label is now red instead of grey since it is merge-blocking.
