Removing the Kinect Effect from a scroll view

Is it possible? I wanted the scroll to work as a desktop scroll (stop scrolling as soon as the mouse is taken up).

I tried subclassing the effect to am empty class, while this removes the overscroll behavior it doesn't remove the Kinect Effect (keeps scrolling after a long drag until it slowly stops).
