In my opinion, the main reason is that keeping the main Kivy codebase as small as possible is very important. Every addition requires a commitment to maintaining the code through any changes. That's the reason the Kivy garden was created, to create an official place for people to share their Kivy based modules without adding too much code to Kivy itself.
Unfortunately, that also means that quality can vary and garden modules can become out of date. What would be nice is some kind of garden directory that has a rating system and other features. Kivy users could mark that a garden module broke with a certain Kivy version. They could also rate various aspects of modules and maybe have a code quality flag (alpha, beta, mature) as well as categories/tags. But this probably won't be worth doing until the number of Kivy garden projects increases significantly.
