Adding and deleting accounts from outside app

I'd like to be able to setup and delete accounts from outside of the app.  Is all of this data stored in a central location on the OS somewhere?

This is functionality that I would also like to implement.  It seems that the "Remove Control Receiver" should be of assistance, but I am having difficulty finding anything explaining how this is used.
