Reading ARFF files

Is there a quick and easy way to load data from ARFF (Attribute-Relation File Format) files? Anything in the DataFrames package or elsewhere?
If not, might be nice to have a package to read/write these files, similar to: https://github.com/renatopp/liac-arff
