PSA: libjulia installation location moved

Hello all, this is a friendly notice that PR #16362 was just merged, which changes the libjulia installation path to the "normal" <prefix>/lib directory, instead of the "private" <prefix>/lib/julia directory.  This mostly impacts those who are using libjulia outside of Julia itself, and anyone that is basing paths off of the location of the libjulia library.  (Not many examples of this, but this test in tests/libdl.jl (which was changed as a part of the commit from the aforementioned PR) should give you an idea of how to deal with it).

Yeah, I don't see much utility in backporting this change.
