Could you please tell me "How to cite jStat when we use it?"

What is the context? An academic paper? 

It will depend on what citation style you are using - I am no expert, but I would probably just cite the documentation as a webpage.

Um... Not sure. Link back to the repo I guess? If it's for an academic paper then I'd assume the style guidelines would dictate how to cite a web resource.

Honestly I'm no worried about it. :)

The APA style for software is listed here: http://www.nova.edu/library/dils/lessons/apa/print.htm

"Computer programs, software, and programming languages. See APA Style Guide to Electronic References (2007, p. 17 #29)Software programs like Word, PowerPoint, SPSS, SAS, Java, Photoshop, and Adobe Acrobat that are considered standard, off-the-shelf software do not need reference entries. However, you do need to provide reference entries for specialized software or computer programs with limited distribution. Author. (Date). Title of Software or Computer Program (Version no.) [Any identifier]. City, state: Publisher. Retrieved Month day, year. Available from URL"

Of course that doesn't help for other citation styles. If I had to pick something I'd go with citing the github repo as web page. Just throwing out ideas.
