Wiki spring clean - Phase 1

Ok, well, it's spring in the southern hemisphere anyway.

Can we remove all the DocBlock API docs from the wiki as a first step to try and clean it up? If you search for "JForm" for example, the top result is http://docs.joomla.org/API16:JForm which is so out of date it's not funny, and something we could provide on api.joomla.org if we really need to.
