An approach to soft upgrade bootstrap in Joomla

Hi folks,

I'v compiled an RFC, how to upgrade Bootstrap in Joomla 3 to version 3 (or 4, when stable is out). It is 100% BC and allows a painless transition to a never version of Bootstrap within the same major version of Joomla.

It gives us extension developers an unified way to be prepared for different frontend frameworks. Here is the link to the RFC https://github.com/joomla/joomla-cms/pull/12016. Any comment is really appreciated.
