Missing JoomlaUpdate component in Backend

I've been diligently updating my sites to the latest security release, but on one of them I got a 404 error. On investigating it looks like there is no menu item for the Joomla Update component in the backend. I checked the Joomla update component in Extensions > Manage and it is there and looks well and published, but it doesn't show up in the components menu for some reason. Looking through other posts it seems like this is something that had been happening to folks migrating from J2.5 to J3.x, but in this case the site has always been on Joomla 3 series.

I've tried to 'discover' the component, run the fix on the database and cleared cache but to no avail. I ended up doing a manual installation of the files for the latest release, but while that got me to 3.4.6, it didn't install the update component in the admin menu.

How would you recommend I restore the component (and / or what should I look at to see what may have gone awry)?

I think I've answered my own question - I checked in the #__extensions table and noticed that for some reason the Joomla Update component is 'unpublished' - I reset it to published and all appears to be well.
I'm not sure how the enabled column got set to 0 though.
