https://developer.joomla.org/nightly-builds.html gives the urls for 3.8.2dev and 3.9.0dev for the custom channel of the Joomla Update Component.  But shouldn't the 'Testing' and 'Next' channels also deliver the 3.8.2dev and 3.9.0dev updates ?

Couldn't agree more.
While we are at it, wouldn't it be nice to have CI system upgraded for 4.0 distribs ?

The 'Testing' channel now shows 3.8.2-rc  available,  But the 'Joomla Next' channel still shows up to date 3.8.1

"Joomla Next" is a stable channel (the old short term support channel), so it rightfully does not reflect development builds.

Which channel should be used to find the J4.0 Alpha ?

So 4.0 alpha is not available via the Joomla Update channels at this stage. (you cannot upgrade 3.x to the current alpha version)
