Installer doesn't install empty folders

Extensions >>> Manage >>> Install doesn't install empty folders ... if a Template is created with an empty folder then it can not be installed.  Is that expected behaviour or is it a bug. http://forum.joomla.org/viewtopic.php?f=713&t=905278

I would say it is expected behaviour

In the core itself we have to put an index.html in the empty folders eg logs and tmp

AFAIK, Joomla does not stop you from copying/installing empty folder/file.

But some zip utilities ignore empty file/folders when compressing. You may want to check that too.

Unzipped to /tmp and installed from folder
With empty folder  Full success

Does Joomla handle the unzipping or does it use the unzip that's on the server ?

Indecently
With or without empty folder 'Install from folder' fails to find the manifest of the zip file.

It depends.  If PHP's zip extension is enabled then it uses the PHP API otherwise it falls back to a custom routine - https://github.com/joomla/joomla-cms/blob/staging/libraries/joomla/archive/zip.php
