Very poor core functional for multilingual sites, and with a bugs

1. in com_contact:
It's impossible multilingual to build website with com_contact if you want something social functions. You can assign new users to only one category ( !with a plugin!! contactcreator ).
further more... when you delete user from user manager, contact page connected with this youser don't deleted. WTF ???
if I'm wrong in something, correct me please.
but this must be fixed
2. Joomla 4 is near. and registered user still not able to delete his own articles, even not able to unpublish his OWN! article (or I can not find this option).
need more customized ACL permissions, or just to add this possibility
3. possibility to define the path in media-manager, that user can to download one image, and than this image converts in to few images with different sizes(for example 200x200 and 1000x1000), and saves to a diferent folders. Just like it is implemented in JCE editor (but JCE editor to complicated for normal user, this must be just a field with this options)

I dont understand your questions?  Are you using/testing Joomla 4 or Joomla 3.7.5 ? Explain and elaborate what you mean with " if you want something social functions" ?

Joomla have very powerful core functional for multilingual sites and what you say is not correct. "Very poor core functional for multilingual sites, and with a bugs"

Have you check your ACL setting for differet user groups/groups and they cant deleted their own articles? About Joomla ACL https://docs.joomla.org/J3.x:Access_Control_List_Tutorial
