Still getting this error. How do I file a bug report"

I'm a little skeptical that is a Jenkins bug, since I doubt Jenkins would write a file with that name. 

Is it possible that your NFS software stack (client side or server side) has a bug that causes it to leave lock files or other temporary files on the file system in such a way that it prevents deletion of the directory?

It is a bug in jenkins, albeit, a very subtle one. I'll bet you a beer it is. NFS does temporarily put the .nfs files on the filesystem. However, it is Jenkins which fails to account for this possibility in the way that it installs plugins. I haven't looked a Jenkins source code at all, so I am not able to pinpoint exactly where the problem is.

I can certainly accept the arguments from the earlier thread which declare the behavior is a bug.  It "bugs someone" (you) and there doesn't seem to be any layer other than the Jenkins code itself which could correct the problem, so it needs to be considered a Jenkins bug.
