commit access to scm-sync-configuration-plugin

I am interested in receiving commit access to maintain scm-sync-configuration-plugin to address [JENKINS-37500] (https://issues.jenkins-ci.org/browse/JENKINS-37500). 

My GitHub account name is 'mavlyutov' and I am already maintainer/owner of several plugins such as
