As the maintainer of the email-ext plugin should I be able to login to here https://jenkins.ci.cloudbees.com/job/plugins/job/email-ext-plugin and do things like build?

Nope, builds can only be kicked off by pushes or PR's. I think there is some discussion about this elsewhere on the mailing list.
