is there support in jclouds for creating custom volumes (i.e. arbitrary volume size vs. fixed size disk offering) for CloudStack?

perhaps i should have first asked if jclouds supports CloudStack 3.x?

Yes, jclouds supports CloudStack 3.x (and theoretically 4.x as well), but not everything in the CloudStack API has been brought up to date. Arbitrary size for volumes is one of them - shouldn't be hard to add, though. If you open a Github issue, I'll take a look.
