xml form issues: www.loc.gov appears to be inaccessible?

Hi everyone!
I noticed today that we're having a bunch of errors in uploading with XML forms. The error says things like:
In testing, I found that loc.gov is not responding. Not sure if anyone else has experienced this, so I thought I'd put a note here.

I'm seeing the same behaviour.
LoC appears to be completely down.

Ernie,
Thanks for posting. I just got the same error when I tried creating a new collection. If I go directly to the site, http://www.loc.gov/standards/mods/v3/mods-3-4.xsd, it is loading.

Is there a way around this "link" out to loc.gov in order to continue ingesting objects during the outage at the Library of Congress. I am unclear how the forms we have in our system are connected to loc.gov in such a way that we can't upload metadata. Obviously, I don't have a lot of knowledge about the "internal" workings of Islandora. :-)
