Islandora Usage Stats Callbacks LSAP proposal

Bryan Brown proposes that:

Islandora Usage Stats Callbacks (https://github.com/FLVC/islandora_usage_stats_callbacks) become a module in Islandora Labs, with a canonical repo on GitHub owned by the Islandora Foundation, subject to the same release management and documentation processes as other Islandora modules.

This module pairs with Islandora Usage Stats to provide an API for getting views & downloads for Islandora objects via JSON. Originally developed for Florida State University, the module is now in use by other institutions and receiving pull requests from other Islandora developers. With this in mind, I think it should live in Islandora Labs to ensure community curation.

The module is available under the GPLv3 license.
