How to remove scroll slow down when nearing end of content

Does anyone know how to keep the scrolling going to the end of the content without the slow down or "easing".
I have tried every setting in the docs and it still slows down or "decelerates" as it reaches the end of the scrolling content.
Is there a way to have the scroll remain at the same speed and just stop at the end?
