Brand New IOIO V1 Board failed to connect to android smart phone

Hello ioio users, 

After I supply 5V power to my brand new ioio board and connect it to my android phone, the red light and the yellow light on the board are lighted, but the apps on the phone do not react. 

I installed 2 apps on my phone, "IOIO manager" and "IOIO hardware tester", both do not recognize the ioio board. 

Please HELP

If you're using an Android 4.x device, did you remember to turn USB debugging off?
IOIO manager won't work and I don't know about the other one.
Once you get to the point where the IOIO is talking to the phone (either you see the accessory dialog pop up or a debug connection in case of older phones/ADB), try installing the precompiled HelloIOIO apk from the software bundle.
Don't bother with any applications until you have a connection, since they're not going to work.
