It's not currently supported, but could be made to with some Java-side changes.
I have this on my list but it might take a while.

Hello,

I am doing the same thing...  I would like to connect the IOIO OTG (https://www.sparkfun.com/products/12633) to my ODROID-C2 (http://www.hardkernel.com/main/products/prdt_info.php) running Android and linux. It works well via Bluetooth but I would like to hook the IOIO up to one of the USB host ports. Any updates to see if the two will play nice?

There's support both in Linux and Android for running the IOIO as a USB device. I don't know specifically about the platform you're talking about.

Hi,

I'm running it on Android 1.1 on the Odroid device I have.

I have an app that run fine on a samsung tablet that connects to the IOIO OTG.  When I put the app onto the Odroid device, it seems they don't talk.

Do you have any thoughts or trouble shooting i should be looking at?

I have no idea what Android 1.1 is. When the IOIO came out 5+ years ago we were in Android 2.x. You're probably talking about a different versioning scheme.
I have no experience with the Odroid. What I suggest you to look into is which USB modes it claims to support (USB host, USB accessory, ADB), or simply try them all.
